Previously, these platforms enjoyed duty-free entry into the bloc. The fee is applied to each distinct customs classification within a shipment, meaning that parcels with various product categories will incur multiple charges, whereas shipments with identical items will only face a single €3 fee.
This new measure is designed to tackle what EU officials describe as unfair competition and to curb the misuse of customs exemptions that have allowed foreign online retailers to offer their products at significantly lower prices. The surge in low-value parcels entering the EU has been notable in recent years, largely due to the rapid growth of cross-border e-commerce.
